Buying land to build on in the Albuquerque area is a different exercise from buying a house, and most of the outcome is decided before a designer is engaged. What governs the parcel, what services reach it, and what the ground itself will support are the three questions that determine whether a plan is achievable at the price you had in mind.
What governs the parcel
Jurisdiction first — city, county, or one of the villages — then zoning, then any covenant layer, then, in planned communities, the building envelope and architectural guidelines. These stack. A parcel can be zoned for what you want and still be constrained by an envelope that puts it in the wrong place, or by guidelines that rule out the material you had in mind.
What reaches it
Power, gas, water, sewer or septic feasibility, and legal access. Each of these is either present, extendable at a knowable cost, or a problem. 'Extendable' without a number attached is not an answer, and the number is usually obtainable during a due-diligence period if it is asked for early enough.
What the ground will support
Soils, slope, drainage and arroyo proximity determine foundation approach, grading, retention and what a site actually costs to prepare. On foothills and arroyo-adjacent parcels this is frequently the largest single variable between an easy build and an expensive one, and it is worth a professional look before the land is under contract rather than after.
